GMF AeroAsia has signed a 20-year concession agreement with Oman’s Civil Aviation Authority (CAA) to develop and operate an aircraft maintenance, repair, and overhaul facility at Muscat International Airport, expanding the Indonesian MRO provider’s presence into the Middle East.
The agreement was signed by GMF CEO Andi Fahrurrozi and CAA Oman President Eng. Naif Ali Hamed Al-Abri during the Civil Aviation Investment Forum (CAIF) 2026 in Muscat.
Under the agreement, CAA Oman will provide the hangar and act as the concession provider and aviation regulator, while GMF will develop and operate the hangar and associated facilities. The development will be carried out in phases, with investment and capability expansion aligned with market demand and the agreed business plan.
GMF expands MRO network into Middle East
The Muscat facility will provide GMF with a new operating base closer to customers in the Middle East, while also creating access to markets across Africa and Europe. The facility will complement GMF’s existing MRO operations in Indonesia and broaden the company’s geographic reach.
For GMF, establishing a physical MRO presence in Oman provides an opportunity to support aircraft operators in the region without relying solely on its existing Indonesian facilities. The phased development model will allow the company to increase hangar capacity, technical capabilities, and supporting infrastructure as regional demand develops.
“The development of an MRO facility in Oman marks the first step in establishing GMF’s operational presence closer to customers in the Middle East and surrounding regions. With our experience and capabilities, we see an opportunity to serve a broader aircraft maintenance market while contributing to the growth of Oman’s aviation industry,” said Andi Fahrurrozi, CEO of GMF.
The concession also establishes a framework for GMF to develop its local technical operation while operating under Oman’s aviation regulatory requirements. CAA Oman will oversee compliance with applicable aviation regulations and safety standards as the facility is developed and brought into operation.
Local partnerships support MRO capability development
Alongside the concession agreement, GMF signed a Commemoration Document with Mach Aerospace International covering cooperation in aviation capability and human-resource development.
The partnership is intended to support the wider ecosystem required for establishing MRO operations in Oman, including the development of local capabilities and technical personnel.

GMF will now progress its operational preparations with local partners, with the next phase focused on the gradual development of facilities, maintenance capabilities and human resources.
The Muscat project therefore represents more than an additional maintenance location for GMF. The 20-year concession provides a long-term framework for establishing an MRO base in the Middle East, while the phased investment and local partnerships give the company a pathway to build capacity in line with regional aircraft maintenance demand.
