Windward Islands Airways International N.V. (Winair) has achieved registration under both the IATA Operational Safety Audit (IOSA) and IATA Standard Safety Assessment (ISSA) programmes, strengthening its safety credentials across its regional fleet.
The airline said it is currently the only airline worldwide to hold both IOSA and ISSA registrations concurrently. The dual registration covers Winair’s different aircraft operations, with its ATR 42 fleet assessed under IOSA and its DHC-6 Twin Otter operations assessed under ISSA.
The achievement follows an extensive preparation and assessment programme that began in early 2024. Winair initially undertook IOSA auditor training for its responsible managers before expanding the preparation across key operational areas.
The process covered flight operations, cabin operations, ground operations, maintenance, cargo, security and organisational management, involving teams across the airline.
According to Winair CEO Hans van de Velde, the registrations represent an important milestone in the airline’s safety strategy.
“Safety is the foundation of everything we do at Winair. Achieving both IOSA and ISSA registration is a testament to the dedication of our entire team,” he said.
The registrations could also support Winair’s plans to expand its network of codeshare and interline partnerships with international airlines. Such agreements could improve connectivity between the Caribbean and destinations across Europe, North America and South America through more seamless multi-destination itineraries.
For Winair, the dual registration provides an internationally recognised framework for its safety practices across both aircraft categories while strengthening its position as a regional connectivity provider.

The milestone also highlights the importance of maintaining consistent safety and operational standards across diverse regional aircraft types, particularly as Caribbean carriers look to deepen cooperation with larger international airlines.
With IOSA and ISSA registrations now in place, Winair said it will continue to focus on safety, operational reliability, regional connectivity, and international partnerships as it works to strengthen its role in connecting the Caribbean with the wider world.
