Japan’s Fire and Disaster Management Agency (FDMA) has ordered its first Airbus H160 helicopter, which will be stationed in Kumamoto Prefecture in the Kyushu region for disaster-response operations.
The H160 will be used for aerial reconnaissance and real-time visual information gathering during major natural disasters. Its deployment is expected to support emergency response operations across Kumamoto, Kyushu, and other areas of Japan.
The aircraft will be equipped with Helisat satellite technology to transmit high-definition data from disaster areas. The system is designed to maintain communications when ground-based infrastructure is damaged or unavailable, allowing emergency teams to receive information from affected areas.
Airbus is also developing customised snow landing gear for the H160 for operations in areas of Japan affected by heavy snowfall. The modification is intended to provide additional ground stability during winter operations.
The new helicopter will add to Kumamoto’s existing disaster-response fleet. The prefecture introduced the AS365N3 for disaster-management missions in 2001 and upgraded to an AS365N3+ in 2018.
The introduction of the H160 adds a new helicopter platform to Japan’s emergency-services fleet and will require dedicated maintenance, component support, technical training and spare-parts availability.
Airbus plans to support Japan’s growing H160 fleet through its H160 centre of excellence in Kobe. The support network will be relevant to scheduled maintenance, technical assistance, component replacement and other lifecycle requirements as the aircraft accumulate flight hours.
Four H160 helicopters are already operating in Japan across law enforcement, electronic news gathering and municipal firefighting roles. The FDMA aircraft will further expand the national H160 fleet and its associated maintenance requirements.
The H160 is equipped with Airbus’ Helionix avionics suite, which incorporates flight-control and situational-awareness functions. The aircraft’s avionics and mission equipment will add additional technical support requirements for operators and maintenance organisations.
The growing H160 fleet in Japan could also support the development of a localised maintenance and parts-support network as more municipal and prefectural operators introduce the type.

Jean-Luc Alfonsi, Managing Director of Airbus Helicopters in Japan, highlighted, “We are deeply honoured that our long-standing customer, the FDMA, has chosen the H160 to expand their fleet and carry forward their mission-critical work. By integrating this aircraft, the FDMA will significantly enhance its operational readiness and reduce emergency reaction times. We are seeing strong and growing interest in the multi-mission H160 across Japan. To ensure these vital aircraft perform flawlessly on every life-saving mission, we are fully committed to supporting the expanding fleet through our dedicated H160 centre of excellence in Kobe.”
The FDMA acquisition adds another H160 operator to Japan and expands the aircraft’s installed base in the country. For the MRO sector, fleet growth creates recurring requirements for airframe maintenance, engine and component support, avionics maintenance, mission-system support and specialised modifications.
