Embraer and Mahindra deepen collaboration for India’s Medium Transport Aircraft Programme

Embraer and Mahindra are strengthening their collaboration on India’s Medium Transport Aircraft (MTA) programme, with the proposed partnership combining the C-390 Millennium with plans for local manufacturing and technology transfer.

Momentum is building around India’s Medium Transport Aircraft (MTA) programme as Brazilian aerospace manufacturer Embraer and Indian conglomerate Mahindra Group continue to advance their collaboration for a potential offering to the Indian Air Force.

As part of the ongoing engagement, Embraer recently hosted the Mahindra team at its headquarters in Brazil to further strengthen the partnership and explore the next steps for the strategic opportunity in India.

At the centre of the proposal is Embraer’s C-390 Millennium medium tactical transport aircraft, which the companies are positioning for India with a localisation package covering manufacturing in the country and technology transfer.

The proposed industrial partnership is aligned with India’s broader objectives of strengthening domestic aerospace manufacturing capabilities under the Make in India programme and Atmanirbhar Bharat initiative.

Focus on Local Manufacturing

The Embraer-Mahindra proposal goes beyond the supply of an aircraft platform, with local industrial participation forming a central element of the offering. The companies are proposing manufacturing of the C-390 Millennium in India, potentially creating opportunities for the development and expansion of domestic aerospace production capabilities.

For India’s aerospace and defence sector, such an arrangement could contribute to the development of local manufacturing infrastructure, engineering capabilities and a wider supplier ecosystem supporting the aircraft programme. Technology transfer is another key component of the proposal. Access to manufacturing know-how and associated technologies could support the development of additional capabilities within India’s aerospace industrial base.

The proposed model reflects the increasing importance of industrial participation in major defence procurement programmes, where local production, technology development and supply-chain integration are becoming important considerations alongside platform capability.

C-390 Millennium at the Centre

The C-390 Millennium is designed as a multi-mission medium tactical transport aircraft, capable of supporting a range of military missions.

The aircraft can undertake strategic and tactical airlift operations and is designed to transport personnel, equipment and cargo. Its multi-role configuration also enables it to support missions beyond conventional airlift requirements.

For the Indian Air Force, a medium transport capability could support requirements across logistics, troop movement, humanitarian assistance and other operational missions.

The Embraer-Mahindra proposal therefore combines the aircraft platform with an industrialisation strategy intended to establish a stronger manufacturing footprint in India.

Strengthening India’s Aerospace Ecosystem

The potential local production programme could have implications across India’s aerospace supply chain. A major aircraft manufacturing programme typically involves a network of suppliers and specialist companies covering components, systems, structures, engineering services, tooling, maintenance and other support activities.

Local manufacturing of the C-390 could therefore create opportunities for Indian companies to participate in the programme and develop capabilities that could potentially be applied across other aerospace and defence programmes.

From an MRO perspective, increased localisation could also support the development of domestic capabilities for aircraft support, component maintenance, repair and overhaul, depending on the final industrial and sustainment arrangements. The establishment of a local industrial base around the aircraft could also provide opportunities for workforce development, engineering training and the creation of specialised aerospace skills.

Embraer-Mahindra Partnership

The collaboration brings together Embraer’s experience in aircraft design and manufacturing with Mahindra’s established industrial presence in India. The companies are seeking to develop the partnership around India’s long-term aerospace and defence ambitions, with localisation and technology transfer positioned as important elements of the proposed solution.

The latest meeting at Embraer’s Brazilian headquarters represents another step in strengthening the relationship and advancing discussions around the MTA opportunity.

While the programme remains subject to India’s procurement process and future decisions by the Indian government and Indian Air Force, the proposed partnership highlights the growing role of international-industry collaborations in building domestic aerospace capability.

Supporting Make in India

India has increasingly focused on expanding its domestic defence manufacturing base and reducing dependence on overseas procurement for critical military capabilities.

Against this backdrop, the Embraer-Mahindra proposal seeks to combine an established international aircraft platform with local production and technology participation.

The approach could support the broader development of India’s defence aerospace ecosystem while creating opportunities for Indian industry to become more deeply integrated into global aerospace manufacturing and supply chains.

For the MRO sector, the development of a domestic production ecosystem around a new aircraft platform could also have longer-term implications for sustainment, spares support, component capability and lifecycle management.

As discussions progress, the extent of local manufacturing, technology transfer, industrial participation and future sustainment arrangements will be important areas to watch.

The proposed Embraer-Mahindra partnership ultimately represents a potential shift from an aircraft acquisition-led model towards a broader industrial partnership — one that could contribute to India’s ambitions to build a more capable and self-reliant aerospace and defence manufacturing ecosystem.
