EHang has signed a strategic cooperation framework agreement with China Construction Sixth Engineering Bureau (CSCEC Sixth Engineering Bureau) to develop infrastructure and operational sites for low-altitude aviation, including eVTOL vertiports, hangars and general aviation airports.
The Cross-Sea Low-Altitude Corridor Project in Lingao, Hainan, is the first project under the agreement and has already started construction. Hainan Fuma General Aviation is the project owner, while CSCEC Sixth Engineering Bureau is the main contractor. EHang will provide aircraft, operational services and technical support, as well as support infrastructure and operational planning.
The project is centred on Maniao General Aviation Airport and will include multiple eVTOL operating sites and vertiports along the Lingao coastline. The planned infrastructure is intended to support point-to-point passenger flights and cross-sea shuttle operations.
The first major site, WingHub South Sea, will include an operations and exhibition centre, vertiports compatible with EHang’s pilotless eVTOL aircraft and testing areas. Initial activities are expected to include aerial sightseeing, low-altitude logistics, training and testing, followed by passenger operations across the sea.
Zhao Wang, Chief Operating Officer of EHang, said, “With our pilotless human-carrying eVTOL aircraft that have met the technical and airworthiness requirements for commercial operations, infrastructure remains a critical enabler for scaling real-world applications. Our strategic partnership with CSCEC Sixth Engineering Bureau will bring together infrastructure development capabilities and EHang’s pilotless eVTOL technology to accelerate the build-out of AAM operational infrastructure and flight route network. Starting with the Project in Lingao, Hainan, EHang will work with CSCEC Sixth Engineering Bureau from infrastructure planning through operation launch. We look forward to applying this integrated approach to more cities and regions.”
From an aviation infrastructure and support perspective, the project will require facilities covering aircraft operations, testing, maintenance and future fleet expansion. EHang said CSCEC Sixth Engineering Bureau will contribute its engineering and infrastructure capabilities, while EHang will provide its eVTOL technology and operational expertise.
In December 2025, EHang’s EH216-S completed a 22-kilometre cross-sea flight between Haikou in Hainan and Xuwen Port in Guangdong in 18 minutes. The flight was part of the company’s development work for cross-sea eVTOL operations.

Maniao General Aviation Airport is included among 36 major low-altitude infrastructure projects under Hainan’s 15th Five-Year Plan. The planned network is expected to support future eVTOL connections between Lingao and Xuwen across the Qiongzhou Strait.
“As a strategic emerging industry and an important area of future development, the low-altitude economy is becoming an important driver of new quality productive forces and urban development. We will leverage its strengths in engineering construction, infrastructure investment and urban development to work with EHang, a leading eVTOL enterprise, on low-altitude infrastructure and application scenarios, supporting the standardized and high-quality development of the low-altitude economy in China”, said A representative of CSCEC Sixth Engineering Bureau.
