Air Vanuatu appoints Philippe Busson as CEO, honors Joseph Laloyer’s legacy

Air Vanuatu (Operations) Ltd has announced the appointment of aviation executive Philippe “Phil” Busson as its new CEO, marking a new chapter in the national carrier’s recovery and long-term development strategy. Busson will succeed Joseph Laloyer, whose decades of service to the airline were recognized by the Board of Directors as he steps down from the leadership role.

The appointment comes at a pivotal time for Air Vanuatu as the carrier continues to rebuild operations and strengthen its position following a period of significant challenges and restructuring.

In announcing the leadership transition, the Board paid tribute to Laloyer’s extensive contribution to the airline over more than two decades. He first served as CEO in 2010 and returned to lead the carrier on several occasions during periods of uncertainty, including its most recent restructuring efforts.

During his tenure, Laloyer oversaw major fleet modernization initiatives, including the introduction of new ATR aircraft, a Twin Otter, and a Boeing 737-800. He also led the airline through the renewal of its IOSA safety registration and the expansion of codeshare partnerships to enhance network connectivity.

His leadership proved particularly important during some of the airline’s most challenging periods, including the aftermath of Cyclone Pam, the COVID-19 pandemic, and the subsequent operational and financial restructuring. According to the Board, his experience, commitment, and institutional knowledge played a key role in maintaining the airline’s resilience and continuity.

“On behalf of the Board, management, staff, and the people of Vanuatu, we extend our sincere thanks to Joseph Laloyer for his dedication and service,” said Air Vanuatu Chairman Captain Robin Deamer. “His willingness to step forward whenever the airline needed leadership reflects a remarkable commitment to Air Vanuatu and the nation.”

Taking over the role, Busson brings nearly three decades of aviation industry experience spanning airlines, aircraft and engine manufacturers, leasing companies, and maintenance, repair and overhaul (MRO) organizations. His expertise covers strategic planning, operational management, and airline transformation.

Most recently, Busson served as chief strategy and operating officer for two airlines based in New Caledonia. Before that, he spent more than five years with IDEAL Consulting, advising airlines throughout Asia and the South Pacific on fleet planning, start-up projects, and organizational optimization.

Busson also serves on the Executive Board of the Association of South Pacific Airlines, where he contributes to regional cooperation and industry development. He holds a Master’s degree in Engineering from INSA Lyon, completed in partnership with MIT.

Chairman Deamer said Busson’s combination of regional knowledge and international aviation experience made him the ideal candidate to lead Air Vanuatu into its next phase. The Board expects his leadership to support the airline’s ongoing focus on safety, reliability, operational performance, and financial sustainability.

Busson is scheduled to arrive in Port Vila and officially assume the CEO position on 1 August 2026. He will work closely with the Board, management team, and employees as Air Vanuatu continues its efforts to rebuild and strengthen the national carrier while improving connectivity for the people of Vanuatu.
